I've not at the moment but since it is an initialization failure, it has something to do with XUIPC initialization
Error 15 means XUIPC call process timed out (SendMessageTimeout). Unfortunately I cannot easily determine the reason for such a problem that is directly linked to local sim status and/or OS environment
I've limited capabilities testing XPlane with XUIPC. May be some other users can. At this time I didn't have any previous report of such a problem with XPlane.
However, in case some XPlane users can provide a feedback, it could help. I will ask a friend of mine who is an "expert" flying on XPlane. In case he provides me an answer, I will let you know
Meanwhile, unfortunately, I cannot comment further on

X Plane user i asked for making a test didn't have any problem regarding the fonctionnality of the Tiny Fligth Tracker under X Plane with XUIPC.
So the problem appears to be on your side. One given advise was to ensure you have all the C++ run time installed (especially VC2015); although the Tiny Flight Tracker doesn't depend on them, may be XUIPC does
