Latest Nav Data does not install in P3D 4.3

Could you check that the NVX06010.bgl file (see location in the log file, it is the last one raising the ERROR) is not write protected (read-only)
On Windows explorer, right click, properties. In case it is, it may also affect subsequent replacements
It may also be due (less likely) to the fact the file is locked (used) by another process
Let me know so as we can continue investigation

Ok, a little strange however
I'll suggest you delete the "new" NVX06010.bgl.p3dini (it is not really the original sim file) and rename the NVX06010.bgl.p3dini.ORIG as NVX06010.bgl.p3dini (original sim file)
You'll see what happens on next update and let me know

Yes if in the installer you checked the option. If option was grayed and not available, it means it was already up to date
