Looking at the dates in the file it looks like nothing has been updated.... and it still says 2008 in CYCLE INFO ....

Hello,
After checking, it seems to be a problem on your side. I downloaded it again from the web link. The archive includes a correct 2009 string in the Cycle.txt file. Many files have been updated with a 13-Aug-2020 date/time stamp.
I will suggest you clear your web cache and download it again. I bet you're still working on the previous version
